After years of decline Liverpool has undergone an astonishing revival, culminating in its designation during 2008 as 'European Capital Of Culture', and the recent opening of 'Liverpool 1', a 42-acre extension to the city's retail core. But while the city centre has seen its population rise along with new towers and museums on the Mersey skyline, Liverpool's rehabilitation to the first rank of Europe's cities is far from complete. Like other northern UK cities, Liverpool still faces massive tasks of 'urban regeneration'. But what actually counts as urban regeneration? Can it be given a specifically architectural definition?
